Tom Morello by a MILE. Tom had a genuinely innovative style in RATM. I like Slash a lot, but when it comes down to it, he's another blues-rock Gibson Les Paul player.

How can you even compare these two?
They are both great, but totally different styles.
Morello is known more for his textures and effects and catchy hooks, not technicality, where as Slash is just that.
I voted Morello because I like Rage Against the Machine more than GnR, but seriously if a poll is worth doing, it's worth doing right. The list needs more than two guys who aren't even 'playing the same sport'.
